Can I buy an iPhone 4 without actually using the phone?

I essentially want an iPod Touch, but with the extra features of the iPhone 4, like GPS, etc. I have no use for the actual "phone."

Can I buy the iPhone 4 without paying for the phone service, and just use it like an iPod Touch?

Sorry, I don't really know anything about technology.
