I want to buy the Sony Ericsson W580i from Rogers. However, i need to use Bell. Is it possible to get a plan from Bell, but still buy the phone that i want from Rogers?

You CANNOT buy a phone from rogers and use a plan from bell because they are 2 totally different networks. Rogers is a GSM network and Bell is a CDMA network. GSM cell phones use a "sim card". CDMA cell phones uses computers to remember your #. They scan a barcode. CDMA cell phones do not use "sim cards". ( In my own opinion, if you were to get a phone, get it from a gsm network! Something from FIDO or ROGERS. )

If your phone is already activated with Rogers and depending of the model you own, you can transfer your phone to Bell. You can check online if your number is elligible.
