can i buy a car with out an permit ?

i live in ohio a guy is going to sell me a car . its cheap and i don't want to pass up on the deal

me and my friend who has a dl were going to go pick the car up sign the title and park it at my house until i get my permit and dl

is that ok i'm not planing on driving it until i have everything
