Can I avoid data plan when buying a blackberry for T mobile?

I have a BB pearl 8100 for two years and i never had data plan. Im trying to buy a BB 9700 on ebay and im wondering if the data plan would be required to use it. I still don't need a data plan for it. I just need it to text and call.

I heard that RIM Blackberries do not need a data plan for it. Or an unlocked one. Is this true? How can I get the 9700 without the data plan?
