Can I activate a virgin mobile phone with no credit/debit card or no paypal?

On the virgin mobile website they said they need a registered credit/debit card or paypal on file to keep your account alive, and you need a account to activate your phone. Now I know that you can pay with top-up cards, but that's not my question. My question is there a way to activate your phone without a registered credit/debit card or paypal. if anyone who has beyond talk can you tell me if you had to put your credit card info down or is there another option. Ps I'm 16 but can easily pay each balance
