Can hp veer become a go phone?

I currently have an at&t go phone, and I wish to get a new one. The other go phones at&t offers I don't really like. However, I do like the new hp veer, which at&t offers with a contract. (I'll admit, I saw the commercial with Miranda Cosgrove, and she's one of my favorite actors) So what I was wondering was that if I put the sim card from my at&t go phone into the at&t hp veer, it would become a pay as you go phone. I was also wondering that if turning the veer into a go phone is possible, I would be able to go to an at&t store and buy the hp veer from them. Or if I would have to buy it from a website, like Amazon or Ebay?
