Can he swear a warrant for theft on me?

A few months ago my car needed some work done, so my dad contacted our old neighbor and asked if he could do it. He said he would do it for $550, and that I could pay him $300 when I give him the car, and $250 when I get it back from him. It ended up taking him about a month to do.

The day he came to return it, he started telling me how the original cost was $650, and he needed an extra $100 for some extra parts he had to get. I drove him home and handed him the remaining $250, and told him that I didn't have anymore money at the time, and told him how we agreed it being $550 in the beginning.

Anyways, I told him i'd only pay him $100 extra, and that he could get $40 of that from his friend that owed me money, which he got.

Today he started texting me telling me that if I don't pay him $160 by today he'll swear a warrant for theft on me or whatever... can he do that? And what happens if he does?
