can fish see outside of my 30g tank?

ok so this has been a major controversy between my family.. my mom thinks they cant see us, but me and my dad think they can... so can they or can't they see us?

i have

1 red parrot
2 yellow parrot
1 red heart tailed
2 angel fish
2 clown loach
11 feeder gold fish
