Can fish die in a blue bowl?

So we had our little tetra fishes (4) for like 4-5 months. My mom went to clean the fish tank and within 15 minutes all of our fish were dead in the blue bowl that we put them in as we were cleaning the tank. We put them in tap water, which I thought would be fine since at the pet store, they lived in tap water.

So what I am asking is, if you put fish in a blue bowl, thats not clear, will they die?
Or do you think it is the tap water?
 
its the tap water. there is chlorine in the tap water that kills the fish. you need to get dechlorinater for tap water.
