Can character education reverse moral decline?

I have to debate this question in class and I was just wondering how people feel about it.
I think teaching proper behaviors and norms in schools could help, but i think its also taught no matter what because a teacher is a role model..
anyway what do you think?
Can character education reverse moral decline??
