Can Bed Bugs Live in a Bicycle Kept Outside?

I found a bicycle near a dumpster with "bed bugs" written on it. I put it in my backyard with hopes of cleaning it, maybe taking it apart at a car wash and spray cleaning it inside and out. Also, I live in Denver and the winter is cold... if that matters.
 
I hear this question all the time.....at least dozens a week....and the answer always is....."The Bicycle was owned by a kid named Bed Bug"...but on the offchance I would wash it good and dip it in alcohol.
