Can banks/financial institutions block or suspend the entry to a foreign country

for being delinquent? Hi,
My visa was denied by the foreign immigration authority and they say that i am blacklisted, further info was denied.Can banks block/suspend the delinquent customer in traveling abroad and reporting to the local immigration with the support of Cibil.

Pls help on getting proper info.
