Can authors of a free project litigate against someone who changes the work

against US copyright policy? I've been researching the category, and it seems as though copyright only really does something in the US if there are damages assessed. What if the work involved has always been free and would never make a profit? What if the author has abandoned the work and wants nothing more to do with it? Does his "all rights reserved" mean jack? Can we start editing the work like mad?
