Can AT&T users call Alltel users without using their minutes?

My boyfriend has AT&T, I have Alltel. Can he call me for free since AT&T is taking over Alltel? I can't find any information on this.
My boyfriend has AT&T, I have Alltel. Although Verizon merged with Alltel, there are some AT&T stores merging with Alltel (sold by Verizon). Can my boyfriend call me without using his minutes?
