Can AT&T decline unlocking a phone I bought?

I would like to be able to use another simcard when i go abroad, and when i move back to my home country. Can I ask them to unlock it at any time? After the contract has expired? Or do they have the right to say no?
 
Most probably AT&T wont unlock your iPhone before the contract has expired. Anyway you can call them and explain your situation to know if they can unlock it to you.
