can assistant gm's sign free agents?

just wondering because mike gillis the canucks gm is going to sweden to negotiate with the sedins and i was thinking that he might need a couple extra days and might not make it to july1st for free agency. so i was wondering lets say gaborik wanted to sign in vancouver would he have to wait for gillis to come back or can our assistant gm finalize the contract? just wondering really excited for the free agency
 
These days they have all kinds of crazy technology like cell phones, faxes, texting, video conference...etc

Contract negotiations are not generally face to face I don't think. If they are interested in someone like Gaborik then they can call/fax an offer to his agent.

BTW...they are said to be interested in Gaborik but at a reduced cost. They want a discount given his fragility.
