Can Anyone Write a Scientific Review Article and Publish it?

I have a university degree in immunology and was always good at review articles, do I have to be working in a lab or affiliated wtih a university or can I just write an article and submit it to a journal. How much would this pay?

It is possible but difficult. It is also unlikely that you would be paid. It is frowned upon to seek payment rather than just contribute to the "scientific pool". There are many good guides online you should read if you are serious. Some best tips for getting published are to work with "known" professors and academics or to at least submit your work to them for review and get their stamp of approval.
