Can anyone think of any crime that could relate to "The Siege" by Helen Dunmore?

I cant think of anything besides stealing food, and identity theft for more rations. If you have read this book, its about the siege on Stalingrad during WWII, and talks about chidren being evacuated, and rations. I need to find an article on a current crime that could relate to events in this book. Please help!!
