Can anyone tell my budgie sex?

I have a budgie who had white with patches of light blue colored cere when i bought it. After 1 month it was becoming light brown from top of the cere. And now its cere is changing into blue from the bottom of the cere. Now its cere has two colors, light brown on the top and light blue on the bottom of its cere. Can any one tell my budgies sex and the reason for the changes that took in its cere?
