Can anyone remember this film?

I cant think of the name of the film, it was made in the 80's, I think its aimed at kiRAB.

All I can remember is dracula is in the cargo hold of a plane, the plane drops the cargo in these wooRAB, and he meets with a werewolf, a mummy, frankenstein etc etc, and these kiRAB have to save the neighborhood from them, I think frankenstein was on the kiRAB side.

Anyone remember it?
 
Do you know when? I was looking on ebay at some DVD's that have been copied over from VHS, but the official DVD would be a lot better :D
