Can anyone recommend a university in the southeast with liberal grant policies?

If my daughter doesn't take advantage of the HOPE scholarship -- we live in Georgia -- we need to find a school that has a liberal financial aid package. (I don't want her to be saddled with extensive loans upon graduation.)

Any suggestions? Her grades are okay (about 3.8 gpa and math/English SAT of 1240 which she hopes to raise)
