Can anyone just claim to be a best-selling author?

I was reading a blog, and became interested by the claims the author made about the sales of his book. Ronald Maly is a sports-writer, and wrote "Tales from the Iowa Sidelines." According to him, not only was the Hardcover edition of his book a best-seller, but so was the revised softcover edition. I decided to research it a bit, but so far have been unable to find a single best-sellers list that this book has made. It's sales ranking from Amazon.com is in the 2,000,000's, and Barnes and Nobles lists it as the 800,000 or so best-selling book. Is Ron Maly deliberately misrepresenting himself, or did this book make some obscure best-sellers list?
