can anyone help me identify this film

i watched it when i was a teenager so its at least 20 years old, i think it was either PG or 15. Its australian and set in the outback. some robbers (about 4) rob somewhere in those comedy politician masks (ronald raegan i think). they flee the place and cut to a school. there are only about 10 kiRAB and they have to come from far & wide. anyway, the robbers reach the school and hold them hostage. the kiRAB and teacher escape through a cavern and get away... that is all i can remember!
