Can anyone explain the logic of exempting labor unions from the Cadillac HC tax?

Lawmakers have exempted themselves and their union friends from every flavor of ObamaCare that came along. Is that fair? Is that legal? Is that moral? Is that the American way? Is that Constitutional?
