Can any cellphones download programs and then send exe to a computer?

If my computer doesn't have an internet connection, but my phone does, can i download programs to the phone and then send the .exe files to the computer and install the programs? thanks
 
they said on another forum that it is possible to do this with an android or probably any internet phone as long as the memory card in the phone can fit the .exe files.
 
Basically any smartphone with a browser that can download any file can. Usually means most. Except Apple. Symbian, Android, Blackberry, Windows Mobile, any of these four can. No not Windows Phone 7.

You then have the phone connected to the computer via USB, where the phone will appears as a zip drive. Then you can transfers the files.
 
Does it HAVE to be a 'smartphone'(basically a phone with an open software platform that can be upgraded/apps made for etc). Or, can it be any phone that has internet, usb and enough memory storage?
