Larry is a dumbass. You can buy body armor. Thing is do you have that kind of cash? I don't believe it would be illegal to wear but you might get crap from your police. I could buy full-interceptor body armor... online, but I don't have $3,000 laying around. They sell vests and plates online. Plates run $150-$200 usually.
When it comes to most military gear you can get anything but weapons and there latest and greatest.
