Can an outside rim be a little lower than 10 feet?

Today at school I had to have gym class outside because they're installing new speakers in the gym so we played basketball. Before we could play though, my teacher had us run two laps around two football fields so my legs were warmed up. Now the most I've ever gotten on an inside rim is about 2 and a half inches of my fingers over the rim. Today on the outside court I got about 4 inches of my hand over the rim which surprised me. I know you pretty much have to get your whole hand over the rim to dunk it leaving me 3 and a half inches short but I decided to try to dunk anyways and I got the ball over the rim but I couldn't hold on to it that well and it basically hit between the top of the rim and the inside part of it and bounced out so that made me even more excited though I wasn't able to try again because it was time to go back inside. One thing I've noticed though, is that the outside rims at my school seem like they might not be 10 ft. due to how easily I've touched it and grabbed it in the past and today. How likely is it that the outside rims at my school are 10 ft? I personally think it may be 9'9" but I would hate to lower my hopes lol.
No it wasn't bent at all from what I could tell. Out of the 12 outside rims, 6 of them are bent. When I grabbed one and tried dunking on it, I made sure it was one of the straight, non-bent ones because there's no point of trying it on a bent hoop I wouldn't have felt good at all and wouldn't be asking this question in the first place because then it obviously wouldn't have been a 10 foot rim. -_-
