Can an individual hide my car if they do not have a mechanics lien?

I traded services with a guy, I did design work for his website and he performed some auto repairs to my car. Well, in the end he told me that his friend could design a website for him for next to nothing and he decided that I needed to pay him for the work done to my car. (I had already half designed his website) Of course I said that would not work because that was not our intitial verbal contract (I know, I should have gotten it in writing!) I told him that he could have the files that I had completed for his website and I wanted to come pick up my car (it was half completed as well). He told me that he has hid my car and until I paid him I would not be getting it back. I printed up an invoice of the work that I did and asked to see an invoice of the work he had done. He has not provided me with ANY information. He is avoiding me. I checked to see if he has a mechanics lien on the car and he does not. Is his actions legal?
