I mean, does age matter or not? A person who knows practically nothing about music but who seriously wants to learn, does she have a chance or should I just discourage her? I know she likes to dabble but I think she's serious about this one. What do you think?

Of course. It is a skill not a talent so she should be able to learn fast and quick.

Age does matter. Children who are young and became violin players did not become so over a year. Children takes more time than an adult due to the obvious fact that we can understand things better than children.

Age doesn't matter AT ALL. The only thing that matters if she really, definetely, seriously wants to learn it and is sure she won't give up. Yes, It takes a while but it's still worth it, she'll be happy that she learnt something really good. In my violin classes i know people who start playing at their middle 20's and i also know people who are like 6 years old only.
