Can a tow company in texas legally keep my car?

I've had a really bad couple weeks and I was wondering if a tow company in Texas can legally keep my car from me if I do not have the money to get the car out. I haven't had a job in a few months because I've been out of town in the hospital with my mom. She ended up dying a few days ago and I drove back up to my town to get a few things I needed. It's been pouring rain outside so I temporarily parked under the covered parking at my apartment complex so I could move some electronics and such out to the car without getting terribly soaked. In the 45 mins it took me to go in an unhook electronics, the complex had a tow company take my car away. They're saying I have to pay $200.00 to get the car. I don't have this money at all and now I'm stuck in a home with no food, no drinks, and a 5 year old little girl. I also need to go back down to Houston for my mom's funeral... What can I do? What are my legal options in Texas?
