Can a teacher fail a student if you fail his/her final exam?

Because my teacher said that if I fail just one of her three final exams then I fail. No other teacher is doing that except her. >.<
And I have a 91% in her class, she said it wouldn't make sense for her to pass me if I haven't shown mastery on her final.
