Only denial would be if your records contained state secrets (federal) that could jeopardize our national interests here or abroad. I think what you are asking is if you are being investigated by the CIA, FBI, IRS or any other National Entity, could the single or several states ask for your files from the federal branches of the Justice department - and would they share the file - absolutely YES!
