Can a school keep a your loan money even if it is over tuition?

I qualify for a much more in federal loans than needed for tuition and I was under the impression that I could get that money for things like gas and childcare, at least that is what the .gov website said.

But I was also told that some schools will hold the money until the course is completely paid, tech schools like beauty school which is what I am going to, not just the amount need for the semester (Hour block) like a uni. The extra money would really, really help but I don't want to take out extra debt of I am not going to see it for a year. (And when I won't really need it.)

My husband is active duty Army and we will barely have money for food, like 50 a week for a family of four, with the cost of childcare and gas. Oh and I will be full-time student, if that matters. And KY requires 1800 hours so it is a 13 month course for full time and two years of student aid applies.
