Can a principal at your school make-up a dress code rule that is not in the handbook?

We have to wear uniform at my school, and in the shirt section on the handbook, it says that shirts (as in oxford style) have to be buttoned up at all times. This girl wore a shirt to school, buttoned, but not all the way. Technically she was in dress code, but our principal just then and there made up the rule that only one button can be left unbuttoned.

It is not in the handbook or anything, so i was just wondering if he can just do that, or if it has to be approved by the board first BEFORE he enforces whats not even in the handbook.
