No, it isn't. In my home town, they made a law that all bikes must have lights. If you don't have a light, they pull you over, search you, harass you, etc. If you have had a few drinks, you are going to jail. Allowing the Nazis to take over was the reason why I left my beloved home town. Pushing out the best and brightest is unsound policy.
The police can pull over a cyclist and demand to see identification. They can justify this by saying that someone fitting your description was reported as running down pedestrians and refusing right of way. They can do pretty much whatever they want to.
