Can a police officer be rude about watching the scene of an accident?

Basically, I had just got off the bus stop on my way home from work. There was an accident at the intersection there where apparently there was a four car pileup. Being curious, I walked across the street, but slowly was walking away from it, not closer. As I looked back to make sense of what was going on, one of the officers glared at me and said, "What are you looking at!" twice before I reluctantly turned around and walked at full speed.

I wasn't anywhere near close enough to be too close. Did that officer have the right to talk to me like that? I think that was bullshit. But seeing as I've seen pigs like that arrest someone for looking at them the wrong way, I didn't want to chance him telling me a third time. And they wonder why a lot of people don't like them at all. I sure as hell didn't do anything wrong.
By the way, it was not a crime scene.
