Can a person who graduated from high school with a special education diploma

attend college? My friend says that she's not able to go to college because she's been in special education all her life and because it states special education on her diploma. She's also said that colleges will not accept her diploma for enrollment because of this. I've done searches on the internet and haven't found much. Doesn't every person have a right to higher education? Are colleges allowed to discriminate because of special needs? Are there any institutions out there that cater to special needs students seeking post secondary education? (For the record, she isn't mentally retarded or physically/psychologically impaired, she is just a slow learner and is a little immature for her age.)
She's now saying that it's a special education certificate, not a diploma? Does this make a difference? We're in New York, also, if that makes a difference.
