Can a motorcycle be steered without modifying the fork steering angle ?

I was having a argue without a friend about this topic.

He claimed that a motorcycle can be steered without modifying the front steering angle. Else said if we had a motorcycle with no fork but a rigid non-steerable front wheel,aplying force on the left pad would make the motorcycle steer left. This is not possible. As a motorcycle maintains equilibrum based on the gyroscope principle steering is not possible without modyfing the front angle based on speed-normal steering until 30-40 mph and countersteering for speeds above.

Question is, can a motorcycle be steered if we had a rigid front fork,in any way ?
Please do not answer unless you have physics and/or motorcycle knowledge.
