can a low battery affect wireless internet connections?

internet did work but wont anymre. says wireless internet radio connection disabled. when i tried to click repair i thought it was working then a POP UP SAYS internet connection diabled to save battery life or something with an icon of a modem connection. then as soon as it said that it said it was enabled again. her battery has been real low for a long time. we have it plugged in though. please help. brother in law messed w/ it now it wont work. can u take the wireless cards out? hes been known to steal. how could i tell
