Can a lawyer in California help me with a question for a story I'm working on,...

...concerning an occurrence of CSC? I'm working on some notes for a story I hope to be writing soon, and I'm having some trouble finding what the legal details are for criminal sexual conduct in California.
In the story, a 19-year old male is chatting-up a 16-year old female at a park. He is reasonably aware that she isn't 18 and tries to make himself seem closer to 17. As they're talking, he tries to kiss her and she resists. He tries again, more forcefully, and begins to fondle her breasts and between her legs. One of the girl's male friends sees this, runs up, and punches the guy, who then runs off.
My question is, what particular crime would this be labeled as (and what would the penalty be) and what would the statute of limitations be (in the story, the guy is just passing through the city, and leaves it immediately the same day of the incident; he isn't caught).
