Can a landlord enforce rules of a lease that I didn't sign?

OK here's the deal. I hope someone can help me out.

I've been living an apartment in Wisconsin, hassle-free, for 16 months. I signed and one-year lease and am now month-to-month. My upper 2-bedroom unit has one air conditioner in the living room. It is pretty much useless as it only cools down the living room while the two bedroom are sweltering. I decided that I wanted to install a window AC in my main bedroom where I sleep because I have a difficult time sleeping when it's 90 degrees or hotter in my bedroom. I looked over the lease I signed and it made no mention about not being able to do this, as I know some leases state that you cannot hang stuff from the windows... like ACs. My city allows window units to be installed as well.

So I went ahead and bought a small 5,000 btu unit for my bedroom, bought the proper mounting hardware so I could fully support it so it wasn't just dangling unsafely from the window. It's been there for about a month and a half.

I come home yesterday to find a piece of paper in my door. It was a lease that I have never seen before, liek they jsut printed it off the internet or something. It has a list of 19 rules on it, rule #7 states that, "No items are to be hung or shaken from patios, balcony areas, or windows." and then written in pen right next to it it says, "Also A/Cs" and the whole thing is circled.

Then at the bottom it has the usual areas for a date to be put and the signatures for the tenant(s) and the landlord. No signatures are on it. I have never seen this lease before.

Now what really gets me is that they are trying to apply this rule to me but I wonder if they read the whole thing because there are a couple of other rules on it are blatantly being broken by other tenants. Such as the one that states unregistered cars cannot be kept in the parking lot, even though one has been sitting out there for a couple months now. Another one states that no floor mats may be in the hallway even though jsut about everyone in the unit has a floor mat in front of their door. And the one that REALLY gets me is the one that states then NO pets are allowed for any reason whatsoever even though jsut about everyone here has a cat or a dog (as well as I) and it states directly in the lease that I signed that I may have a pet.

Now this isn't a huuuge deal as it's Fall and I was going to be taking it out anyways. But I jsut want to know, can a landlord enforce the rules of this lease even though I have never seen it before? And can he just pick and choose which he wants to enforce from it?
