can a good semaritan take dcs to court?

This is in department of children services job description.

"This Investigative Approach is focused on finding out what happened to a child that caused the incident to be reported. It seeks to find out who was responsible and what steps need to be taken to ensure a child’s safety. "

If a mother lets her child smoke weed,dcs investigates and talks to the mother,she does nothing about it, and dcs recieves complaint after complaint from a bunch of different people, and dcs hasnt even talked to the child and they keep telling the mother, "dont let your son smoke" over and over again and does nothing else to protect him,can a good citizen take dcs to court and enforce the rules on the child?
