can a foreign person enter a community college in san diego?

i am wondering if it is possible for a japanese person to travel to san diego, california and attend a community college there. you see, i am japanese and currently attending a college in japan and i had the chance to enter a program to study abroad in america, but i did not have enough confidence and i was too scared so i did not consider it, but now i am regretting this. all my friends have applied for this program and now they are getting ready to travel abroad to study for one year. I cannot use this program anymore since i am going to graduate soon. I am sad as hell. I should have had more confidence and applied for it. but what is done is done. now i am currently considering applying to a community college in san diego , because ever since i visited there, i've been wanting to go back. i know this will be hard since as an international student i will have to pay more, and i will not be receiving the financial support from school, but i just want to know if this could be possible. i want to know how much it will cost as an international student to study at a community college in san diego. i also want to know what i could do with housing.
