Can a fish tank filter be too strong?

I have a 10 gallon fish tank that I purchased at a goodwill store and it came with a Whisper brand filter that says 20-40 on it...I am assuming that means 20-40 gallons. I have had 5 fish die and they were all stuck to the filter's suction tube. Is this because the filter is too strong and sucking in my fish?
