Can a Doctor legally refuse to refer a patient to a specialist?

One of my daughter's physician's refused to refer her to an allergist when he found out she was seeing two different primary care physician's. She sees one physician when she is with me and one in another town when she is with her mom. Can he legally refuse to refer her because she see's two different physicians?
 
Yes.

Doctors don't like being kept in the dark, it's dangerous for the patient and legally compromising for them. Docs should be aware and have access to all other physicians a patient is seeing.

Have the other primary contact him (just to set up info sharing) and see if his cranky mood improves, if he contiunes throwing a tantrum about it, you might have to find a new doc.

And this doctors problem with your daughter seeing two different primary care physcians in two different states is WHAT!!!!!!!

This doctor needs to get a life. He is also creating a liability issue for himself. That liability is called witholding treatment.

I am sure that Kansas City MO has more than one pediatrician and maybe this is a good time to seek out another doctor who does not have an ego issue attached to his office door.
I hope your daughter obtains the necessary care that is required and that she begins to feel better.
