Can a creditor garnish our tax return if we are exempt from wage garnishment?

I know that in our state (Wisconsin) a creditor can garnish our state tax refund. I am wondering if they can garnish it if we are exempt from wage garnishment? They are aware that we are exempt. I would assume a tax refund would count as wages, since it was originally withheld from a paycheck.
I do not think we are exempt, I know. In our state if you are under poverty level or get certain government assistance, you are exempt from garnishment.
