Can a create a business account on Facebook if i already have a personal account?

My co worker and i would like to create a business account on Facebook, however we both already have personal accounts, and Facebook rules say "No business accounts if you already have a personal account." it also says that if we do have both and it's discovered, they will both likely be deleted. I want to know if that holds true if you are using a different email address. If we use our business email for the page, is it still defying Facebook rules?
