can a county superior court judge override a DMV license suspension?

im 17 my license was suspended for 6 months, and the date to request a hearing by the dmv has already passed. can a county juvinile judge issue me a provisional license? if not who can? its suspended for minor infractions, 2 speeding tickets, no lights in darkness, and a stop sign. ill be 18 in a month, my mom cant drive, my dads at work till late, and i need to go to summer school in the mornings, and college at night, i also have a part time job. the biggest issue is that i live 15 miles from town, and theres no public transportation
 
Normally, yes, a judge can do that if the DMV denies your request during the hearing. However, if you fail to schedule a hearing, you lose your right to file a lawsuit because you are considered to have accepted the DMV's decision by not contesting it.
