Can a condominium board in Alberta enact new restrictions on rental of units?

I have recently volunteered on the board of my condominium complex in an Alberta town which permits owners to rent their units. The problem is, the number of renters is now higher than the that of live-in owners. This creates a great deal of problems for the condo board since the majority of renters could care less that this is a condo and consider it no different than any other rental complex. Most of the problems we encounter are from renters, not live-in owners. Also many of the owners who rent do so from a distance using a third party. They rarely if ever are around - their condo is an investment property and they are only concerned about getting the rent. So basically, instead of being a condo board, we are essentially managing an apartment building and having to deal with all the issues that go along with that - parties, vandalism, dirt, etc. Issuing fines is useless since we often can't pinpoint specific culprits . Does the board have any avenues to get things under control?
