Can a Condominium Association legally prohibit a unit owner from renting to Section 8

tenants? I live in a 14 Unit Condominium in which you are allowed to rent your apartment. The only restriction on rentals in the condo docs is the minimum length of the lease must be one year. One unit owner is renting on a yearly basis to Section 8 tenants who cause problems for the other residents. We would like to evict the tenants and prevent the unit owner from renting to section 8 tenants in the future. Can the Condo Association legally pass a by law that prevents section 8 tenants from renting in the building without facing a discrimination law suit.
I would appreciate any opinions based on fact, Florida State Law, Condo Law etc. Thanks
